| Major DGS Updates Impacting Technology Companies Meeting
With Special Guest Speaker: CURTIS M. TOPPER, Deputy Secretary for Procurement, Department of General Services Commonwealth of Pennsylvania In this role, Mr. Topper oversees more than $3 billion in annual spend on goods and services; the Commonwealth's fleet of approximately 17,000 vehicles; three Capitol-area warehouses; Pennsylvania's federal and state surplus programs and the General Services print shop. Mr. Topper joined the Department of General Services in 2003 as Manager, Supply Strategies. In this role, Mr. Topper served as program manager and chief strategist for the Governor's Strategic Sourcing Initiative, directing the combined efforts of more than 100 participating inter-agency staff to assess savings opportunities develop sourcing strategies, implement contracts, and redesign the Commonwealth's procurement organizational structure. This initiative has produced 14 contracts that will generate more than $120 million in annual savings, while increasing MWBE participation to more than 25% on those contracts (from an historic average of less than 2%). It is the centerpiece of Pennsylvania's procurement reforms, which were recognized by Governing Magazine as a 'particularly noteworthy management innovation.'
