About Dr. Rabiah Muhammad: Dr. Rabiah Muhammad, PhD, is an Organizational and Personnel Psychologist specializing in leadership development and technology-driven workforce transformation. With more than 20 years across federal agencies (IRS, OPM, VA, TSA, and DoD) and private industries, she helps agencies and businesses modernize leadership pipelines, strengthen talent systems, and adopt data-informed strategies that meet the demands of a digital workplace. As co-founder of Focal Point of Southern Pennsylvania & Northern Maryland, she partners with technology leaders, executives, and cross-functional teams to redesign organizational structure, build scalable skill and career paths, and implement analytics-enabled approaches to hiring, assessment, and employee development. Her work bridges psychology, human capital strategy, and emerging technologies to translate complex workforce challenges into clear, actionable solutions. A Certified Professional Career Coach and graduate of the University of Maryland, College Park (PhD, Industrial-Organizational Psychology), Dr. Muhammad is known for her pragmatic, outcomes-first approach. Her current focus includes AI-enabled career pathways, digital leadership/employee readiness, and helping organizations future-proof talent in high-stakes, rapidly evolving environments.

About Bradley Milbrand: Brad Milbrand is a seasoned technology leader, leadership coach, and organizational culture strategist with more than 25 years of experience in software development, IT service delivery, and team leadership. He has led large, diverse teams across multiple government agencies, managed complex modernization efforts, and guided organizations through high-stress, high-impact technical challenges. As the founder of Milbrand Consulting, Brad helps leaders build strong, healthy team cultures that increase productivity, strengthen collaboration, and reduce turnover across in-person, hybrid, and remote environments. His work focuses on practical, relationship-driven leadership, building trust, clarity, and accountability so teams can remain resilient and perform at a high level even under pressure. Brad’s leadership approach is rooted in integrity, authenticity, and servant leadership. His interest in culture transformation began when he witnessed firsthand how a struggling IT team was rebuilt through positive culture change, boosting morale, lowering turnover, and improving productivity and profitability. That experience eventually led him to pursue a Ph.D. in Organizational Leadership, where his research centers on how work environments influence team culture and an employee’s decision to stay or leave their job. Brad is known for his ability to stay calm in difficult situations, handle personnel challenges with compassion, and create strong relationships with employees, peers, and clients. He has presented internationally on leadership and team culture and regularly supports leadership-focused organizations in Central Pennsylvania.
